Many scholars have been thinking about democracy for centuriesso that they have been alsothinking about the division. Which of them is more desirable, more democratic, more feasible, has more merits? Asking questions or having them is one thing but answering them is another. This paper’s aim is not to find the perfect answers for the questions; but it is, if possible, to find plausible ones.rnrn rn rn
