What Principles For Public Budgets After Covid-19?
ABSTRACT
The economic crisis linked to Covid-19 is unprecedented. It simultaneously combines a shock on supply and another on demand. In order to cushion the economic crisis, recourse to public budgets is indispensable alongside the use of the monetary instrument. Maintaining the confidence of the financial markets is essential. In order to enable states to cope with this economic crisis, recourse to public debt and deficits is unavoidable. Public budgets must be massively used. State budgets must, however, comply with certain principles in order to preserve future generations. These principles impose on the present generation a duty of responsibility and a duty of solidarity.
